Newsgroup subject: mail merge sending for inactive member of marketing list

Dear All,
When I create quick campaign via mail merge to a marketing list, why do CRM also send email for inactive member of the marketing list. The email should sent only for active member, doesn't it?
any body know what might be wrong?
