What would it take to make the Outlook HOME and OTHER address records
synchronize with CRM?
Is this something that can be done via the SDK (cannot find it there if it
is in the 4.0 SDK)?

There is no method to change the syncrhonization between outlook and crm.
Possibly you can a custom vba macro in outlook which on change of the address
will replicate this to CRM.
