Is it possible to change the color scheme of the final report when using the
    report wizard in 4.0?

Create new report using Report Wizard.
    Select Primary entity as Lead.
Give the criteria as Status equals Disqualified.
Add the owner column by clicking on the "Click here to add a grouping".
Add Topic column by clicking on the "Click here to add a column".
    Select the Table only format.
Click Finish to create the report.

You will be able to see the disqualified leads by each user.

    Thanks,

How can I display this as a chart, in the pre-set Neglected Leads I
can see a chart showing all users and the number of neglected leads,
then I can click on the user and it will display all of the neglected
leads. This is the kind of thing I want for disqualified leads.

I look forward to a response

    Thank

If you want to show a chart you will need to place a number field in your query.

Rather I would recommend using SRS BI tool to create such kind of report.
Since the report that you are talking about (Neglected Leads) contains two linked reports. You can create two linked report using the SRS BI tool.
